The contract was awarded to FEM JV at a time when the security conditions in the country, especially in the capital Islamabad, was not very favorable for foreigners to do construction work. This required the JV to implement a case specific security management program, along with a detailed logistical plan.
Inside the existing US Embassy Compound in Islamabad, the project scope included the construction of;
